What is a pool barrier & fence inspection?

A pool barrier (or pool fence) inspection checks that the fence, gates and structures around your pool or spa keep young children safely away from the water. In Victoria it is a legal requirement: every pool or spa that can hold more than 300mm of water must be registered with your local council and have a compliant safety barrier.

An inspection is typically triggered when you sell or lease a property, install a new pool or spa, or receive a notice from council — and, in any case, barriers must be re-certified every four years. A passing inspection produces your Form 23 Certificate of Barrier Compliance, which is lodged with council.

What we check — the Victorian barrier compliance checklist

These are the key things a registered inspector assesses against the applicable Victorian pool safety standard.

Self-closing, self-latching gateThe gate must swing shut and latch on its own from any open position — and never be propped open. The latch must sit at least 1500mm above ground (or be shielded).
No gaps over 100mmNo gap anywhere in the barrier — under it, between verticals, or at the gate — may let a 100mm sphere through.
Non-climbable zone (900mm)A 900mm arc on the outside of the barrier must be clear of anything a child could use as a foothold.
Barrier height ≥ 1200mmThe barrier must be at least 1200mm high measured from the finished ground level on the outside.
CPR / resuscitation signA current, legible CPR sign must be displayed near the pool or spa.
No climbable objects nearbyPots, BBQs, furniture, trees and pool pumps must be clear of the barrier and its non-climbable zone.
Boundary & windows/doorsA boundary fence used as a barrier must meet height rules; windows and doors giving direct access are restricted per the standard.
Barrier conditionThe whole barrier must be in good repair — no loose panels, missing pickets, damaged hinges or failing latches.

Form 23 & your Pool Compliance Certificate

The whole point of the barrier inspection is to obtain your Form 23 — the Certificate of Barrier Compliance. It is the official document that confirms your pool or spa barrier meets the applicable Victorian safety standard, and it can only be issued by a registered building inspector or building surveyor.

Once your barrier passes, we issue the Form 23 and it is lodged with your local council — generally within 30 days of issue. Registered pools and spas must be re-inspected and re-certified every four years, so keeping a current compliance certificate on file avoids last-minute stress when you sell, lease or renew.

If the barrier does not yet comply, we give you a clear list of what to rectify and re-check the work. Where compliance cannot be achieved, a Form 24 Certificate of Barrier Non-Compliance may be lodged with council instead.
