In Victoria the legal certificate behind all of these is the Form 23 — Certificate of Pool and Spa Barrier Compliance.
The reason so many names exist is that each one comes from a different trade. Councils write to you about barrier compliance, because that is the wording in the regulations. Conveyancers and agents say certificate of compliance, because that is how it appears on a contract of sale. Pool builders and fencers say pool fence certificate, because the fence is the part they installed. Owners who have moved from Queensland say pool safety certificate, because that is what it is called there. None of them is wrong, and none of them is a separate document.
This matters more than it sounds, because the names are usually what makes people think they are behind. An owner gets a letter from the council about barrier compliance, then a conveyancer asks for a certificate of compliance, and it reads like two obligations from two places. It is one inspection and one certificate. If you already hold a current Form 23, you can answer both requests with the same piece of paper.
It also means you cannot shop between them. There is no cheaper certificate under one name and a stricter one under another — the standard, the inspection and the form are fixed by the regulations. What differs between providers is the price of the visit, how long you wait, and whether a re-inspection is included when something needs adjusting.

What the certificate proves
The certificate confirms that your pool or spa safety barrier — the fence, the gates, and any windows, doors or structures that form part of the barrier — meets the applicable Victorian standard on the day of inspection. It is issued by a registered building inspector or building surveyor and lodged with your local council.
It is worth keeping a current certificate on file even when you are not selling: the barrier must be re-certified every four years, so staying current avoids a last-minute scramble when you sell, lease or renew. Who needs a pool compliance certificate in Victoria?
Any owner of a pool or spa that can hold more than 300mm of water. The pool or spa must be registered with council and have its barrier certified with a Form 23. A certificate is expected when you sell or lease, install a new pool or spa, or receive a council notice.
How long does a pool compliance certificate last?
In Victoria a barrier must be re-inspected and re-certified every four years, so a current certificate is generally valid for four years from issue.
