What the certificate proves
The certificate confirms that your pool or spa safety barrier — the fence, the gates, and any windows, doors or structures that form part of the barrier — meets the applicable Victorian standard on the day of inspection. It is issued by a registered building inspector or building surveyor and lodged with your local council.
It is worth keeping a current certificate on file even when you are not selling: the barrier must be re-certified every four years, so staying current avoids a last-minute scramble when you sell, lease or renew. Who needs a pool compliance certificate in Victoria?
Any owner of a pool or spa that can hold more than 300mm of water. The pool or spa must be registered with council and have its barrier certified with a Form 23. A certificate is expected when you sell or lease, install a new pool or spa, or receive a council notice.
How long does a pool compliance certificate last?
In Victoria a barrier must be re-inspected and re-certified every four years, so a current certificate is generally valid for four years from issue.
