The four steps to compliance

Register your pool or spa with council
Any pool or spa holding more than 300mm of water must be on your council's register. This is a one-off registration (new pools within 30 days of install).

Get the barrier inspected
A VBA-registered inspector assesses the barrier, fence and gates against the standard that applied when your barrier was built.

Receive your Form 23 (or a fix list)
If it complies we issue the Form 23. If not, you get a clear rectification list, we re-check the fixes, then certify.

Lodge the certificate with council
The Form 23 is lodged with your local council — generally within 30 days of issue — to complete your compliance.

Frequently asked questions
Do I have to register my pool with the council?
Yes. In Victoria every pool or spa that can hold more than 300mm of water must be registered with your local council. Registration is separate from the barrier inspection — you register the pool, then have the barrier inspected and certified with a Form 23.
Which council do I lodge my pool compliance certificate with?

How often does a pool barrier need to be inspected in Victoria?
Registered pools and spas must have their barrier re-inspected and re-certified every four years. An inspection is also triggered when you sell or lease the property, install a new pool or spa, or receive a council notice.
What happens after the inspection?
If the barrier complies we issue your Form 23, which is lodged with council — generally within 30 days. If it does not yet comply we give you a clear rectification list, re-check the fixes, and then certify.
