Who has to register, and when

In Victoria, every property with a pool or spa that can hold more than 300mm of water must register it with the local council. This has applied to existing pools since the 2019 rules, and a new pool or spa must be registered within 30 days of being installed.

Registration is separate from the inspection: you register the pool with the council, then arrange a barrier inspection so the barrier can be certified with a Form 23.

Is registration the same as the compliance certificate?

No. Registration records your pool with the council (a one-off step). The compliance certificate — the Form 23 — certifies that the barrier meets the standard, and must be renewed every four years. You register once, then keep the barrier certified.

Failing to register a pool or spa, or to lodge a barrier certificate, can lead to council penalties. Registering and getting a current Form 23 keeps you compliant and avoids fines or delays when you sell or lease.
