“Pool safety certificate” is the phrase used in several other states. Queensland, for instance, issues a document formally called a Pool Safety Certificate. Victoria does not use that exact name — here the equivalent legal document is the Form 23 Certificate of Pool and Spa Barrier Compliance. The name is different, but the purpose is the same: it proves your safety barrier meets the standard that keeps young children away from the water.

So if you have just moved to Melbourne, or you are used to the interstate wording, this is the one thing to remember: in Victoria you ask for a pool compliance certificate, and the document you receive is the Form 23. A certificate issued under another state's scheme does not satisfy Victorian law.

What Victoria actually requires

The Victorian process is straightforward once you know the four steps. For any pool or spa that holds water deeper than 300mm, you must:

  • Register the pool or spa with your local council
  • Have the safety barrier inspected by a VBA-registered inspector
  • Receive and lodge the Form 23 with council once the barrier complies
  • Re-check the barrier and re-certify every four years
  • Re-certify sooner on sale, lease, a new pool or spa, or a council notice
  • Keep the barrier compliant in between — gates, latches and the CPR sign all count
